Improve flood protection, water quality, and groundwater recharge through education, coordination, development, maintenance, and management of stormwater systems in an efficient and cost-effective manner that considers the need to for protecting public health, private property, the natural environment, and economic development.

Why does the City need a Stormwater Management Section?

The City of Nogales has for many years had a Stormwater Management Section to address flooding and water quality problems that impact property and the environment. These types of problems are not easily attributed to a single source and are usually the result of a combination of things that increase the number of impervious surfaces (roads, driveways, and development) and affect water quality (erosion, fertilizers, and petroleum products).

As the City continues to grow over the next 20 years, from a 2,000 population of 20,000 to a 2025 population of 28,534. This growth means that there will be more impervious surfaces created by new homes, roads, and driveways and that existing flooding and water quality problems will worsen. By addressing these problems through the Stormwater Management Section we will help to ensure responsible and sustainable development and will help to protect the City of Nogales’ environment.

About Stormwater and Urban Runoff:

The City of Nogales is on its way to being a green City. Consistent with the city’s green goals is improving water quality. Improved water quality is important in order to protect the environment, wildlife, and recreational uses of the waters, from nearby neighborhood streams to the Santa Cruz River and all the way that feed the Nogales Wash.

To improve water quality, the city implements many measures, including stormwater pollution management and urban runoff management. The city’s efforts are guided, in part, by federal and state regulations including the Clean Water Act and the National Pollutant Discharge Elimination System (NPDES) program. One way the city is working to improve water quality is by reducing the pollution and water program. One way the city is working to improve water quality is by reducing the pollution and contaminated water from the city’s storm drain system that connects the Nogales Wash and eventually into the Santa Cruz River.

What is stormwater pollution?

Stormwater pollution is everything else that you see and don’t see, mixed with the stormwater. The city’s streets and storm drain system is designed to funnel stormwater from the streets to local streams and rivers, then down to the Santa Cruz River. Unfortunately, many activities pollute water quality and, ultimately, harm the environment. These activities include over-watering lawns, applying commercial fertilizers and pesticides, and discarding trash on the sidewalk and streets.

What can you do?
  1. Maintain a healthy environment is everyone’s responsibility. Urban runoff management helps minimize and prevent stormwater pollution. Below are some things you can do to helping improve water quality:
  2. Conserve and re-use water.
  3. Sweep sidewalks instead of hosing them.
  4. Use mulch to control runoff.
  5. Click the Trash & Recycling button at the top of this page to learn more about composting, recycling, and hazardous waste disposal.
  6. Pick up your pet’s droppings and dispose of them in the trash.
  7. Collect rainwater and use it for future landscaping watering.
  8. Use cat litter to collect spilled oil/grease. Sweep it up, then dispose of it by calling your trash company for a special pick-up or bringing it to a city household hazardous waste collection event.
  9. Make sure all water runoff from pressure washing flows to the landscape.
  10. If you see illegal dumping into the storm drain, call the city at (520) 285-5651 or the City of Nogales hotline or online report a concern at (520) 285-5731. – Remember, only rain down the storm drain!
Report a Concern

The Stormwater Management Program responds to the City of Nogales Citizen’s concerns about:

  1. Spills that impact or threaten storm drains or washes.
  2. Dry weather/non-storm flow in storm drains or washes.
  3. Construction site runoff.
  4. Runoff from industrial sites.
  5. Dumping of wash water to storm drains or washes.
  6. Runoff from car washing or detailing operations.
