Retirement Systems
The City of Nogales offers retirement benefits through the Arizona State Retirement System (ASRS) and /or the Public Safety Personnel Retirement System (PSPRS).
- Arizona State Retirement System : For more than 50 years, the Arizona State Retirement System has provided retirement security to Arizona’s public servants, including teachers, municipal workers, and other government employees. The ASRS proudly serves more than a half-million members, including more than 100,000 retired members.
- Public Safety Personnel Retirement System: The Public Safety Personnel Retirement System is a special retirement system created by the State Legislature for certain full-time certified peace officers and full-time firefighters in the state of Arizona. The System provides a uniform, consistent and equitable statewide retirement program to the public safety personnel who are regularly assigned to the hazardous duty of the type expected of peace officers or firefighters. The System is designed to meet the special needs of personnel engaged in hazardous duty situations.

The City of Nogales offers employees and their eligible dependents a health insurance plan through the City of Nogales Employee Benefit Trust Plan. The plan is administered by Summit Administrators .
The plan includes medical, dental, vision and Rx coverage. Coverage is effective on the first day of the month following the first day of employment. A percentage of the premiums are subsidized by the City.

The City of Nogales Employee Benefit Trust and Wellness Program Committee recognize how important it is for employees to be healthy as well as offering opportunities and resources to make a difference in their wellbeing. Our wellness program helps employees identify potential health risks and provides resources and the tools necessary to help improve and reach health goals. This program focuses on the wellbeing of our most valuable asset – our workforce.

Life Insurance/Accidental Death and Dismemberment Insurance
The City provides a $50,000 life insurance policy and a matching accidental death and dismemberment insurance amount for every qualified employee at no cost to the employee. This coverage is effective on the first day of the month following the first day of employment. Supplemental and dependent life insurance is available.
Industrial or Workers Compensation Insurance
All City employees are covered by Workers Compensation Insurance through Arizona Municipal Risk Retention Pool (AMRRP).
Holidays
The City allows time-off with pay for ten (10) observed holidays and one floating holiday. Observed holidays include New Year’s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, Day following Thanksgiving Day, and Christmas Day.
Vacation Leave
During years 1-4 of employment, employees earn 12 days per year. During years 5-9, employees earn 15 days per year, during years ten and above, employees earn 20 days per year.
Sick Leave
Each employee accrues 96 hours of sick leave each year, which may be used as it becomes available.
Administrative Leave
FLSA exempt-status employees may receive a maximum of eight (8) hours per pay period of administrative leave.
Bereavement Leave
Bereavement leave is available to employees for the death of an immediate family member. A full-time employee may be granted three (3) days of bereavement leave (if out-of-state travel is required, five (5) days may be granted).
Jury Duty, Military Leave, Family Medical Leave
The City follows all federal and state laws and grants leave for jury duty, military leave, and family medical leave.
Donation of Hours
The City allows for employees to transfer accrued sick and vacation leave to another employee for an emergency medical situation, if eligible.
Deferred Compensation Plans
Employees may elect to defer an amount or percentage of income into this plan, as limited by IRS rules, through Nationwide or AXA-Equitable.
Tuition Reimbursement
Full-time employees that have completed three years of service may be eligible for tuition reimbursement based on approval by the City Manager and available funds. Reimbursement is provided after submission of grade transcripts and receipts for a maximum of $4,000 per fiscal year.
