John has worked with the City of Nogales since 1981. He began his career protecting and serving our community as a police officer. As an experienced police officer, John rose through the ranks and was promoted to Chief of Police in 2001. John was the first police officer from the Nogales Police Department to graduate from the FBI National Academy in Quantico, VA.

He successfully oversaw a $5 million dollar annual Police Department budget with a work force of more than 80 staff members and hundreds of thousands of dollars in public safety equipment. John continues to work closely with public safety officials.

John Kissinger is a genuine leader and manager. John, whom is bilingual, has extensive administrative knowledge in operations and management. In 2007, he assumed the duties of Deputy City Manager.

With his direction, 300 employees including 13 Directors sustain the cities 13 departments, ensuring quality and constant public services and amenities throughout the City of Nogales. John provides targeted strategic leadership to improve existing policies to enhance customer satisfaction.

John is actively engaged with many Nogales community volunteer groups and participates in events, which bring our community together.
