Pretreatment

Our mission is to protect public health and the environment through a program of responsible environmental management, which includes source control, wastewater treatment, improved International Outfall Interceptor (IOI) monitoring – while improving quality of life and creating sustainable reusable resources.

Program Objectives
  1. Enhanced public education programs for all City of Nogales residents, businesses, and industries
  2. Development programs for commercial and industrual customers in order to encourage the installation, operation, and maintenance of enhanced pre-treatment facilities.

The Sewer Public Benefit Program was developed to educate City of Nogales businesses and residents on the benefits of water conservation and pollutant reductions to the sewer system. Such reductions create benefits in the form of reduced wear and tear on the sewer collection system and operations and maintenance costs. These benefits are shared by all customers.

Program Goals

The goal of the Commercial Inspection Program is to ensure the integrity and capacity of the sanitary sewer collection system while providing for the safety of the public and the City’s workers. Inspection of commercial users helps to verify adequate pretreatment device maintenance, supports enforcement action, and helps identify those responsible for interference or problems experienced in the collection system or at wastewater treatment plants.

  1. Prevent the introduction of pollutants/ unwanted materials into the wastewater and sewer conveyance system that may interfere with treatment operations.
  2. Enforce all applicable EPA and ADEQ wastewater quality standards.
  3. Prevent pollutants into the treatment plant that may pass through the wastewater treatment plans that may not be well-suited to the environment.
  4. Reduction of Fats, Oils, and Grease (FOG) into conveyance system
  5. Enhance public education programs for all City of Nogales schools, residents, businesses, and industries.
  6. Develop incentives for commercial and future industrial customers to encourage the installation, operation, and maintenance of enhanced pretreatment facilities.

Did You Know? Unwanted material such as fats, oils, grease, pharmaceuticals and industrial discharges are just some of the substances that clog up sewer lines and place a heavy load on the wastewater treatment plant because of additional treatment requirements.

Routine/Educational Commercial Inspections

Routine commercial inspections are performed periodically to confirm the proper operation, maintenance, and capacity of pretreatment devices. In addition, the purpose of these inspections is to receive information from commercial users and to provide advice and leave educational material, thus maintaining a cooperative as well as a regulatory presence within the regulated community.

Commercial Complaint Inspections

Commercial Complaint Inspections are conducted in response to a notification from the public, either directly or through outside agencies, and from other City departments. An inspection is performed when the Wastewater or Pre-Treatment Department receives a complaint concerning potentially harmful discharges to the sewerage system.

In the event of a blockage or a discharge violating the General User Requirements of the Nogales City Code, facilities discharging to the affected sewer are inspected to determine if they may have caused or contributed to the incident. Pretreatment devices are checked and waste management practices are evaluated. If appropriate, Notices of Violation are issued at the time of inspection, which usually requires prompt remedial action. Failure to take required corrective action as directed can result in termination of water and sewer service.

Fats, Oils, & Grease (FOG)

The City of Nogales’s Commercial Inspection section is an active participant in the Multi-City Fats, Oils, and Grease (FOG) Group activities. The coalition is comprised of municipal pretreatment agencies, public and private sewer districts, nonhazardous liquid waste haulers, treatment facilities, and manufacturers of treatment devices, Santa Cruz County, and the State of Arizona Pretreatment Coordinator.
