Noon Street Water and Paving Replacement

 The City of Nogales has been awarded a federal Community Development Block Grant (CDBG) from the State of Arizona Department of Housing (ADOH) and will accept sealed bids from qualified firms or individuals as registered with the Arizona Registrar of Contractors to perform the following services: 

 The Noon Street water line and paving project consists in the installation of 2,750 LF of 8”new PVC water main, 2 Fire Hydrants, 54 water services, 8 – 8” water valves and 6 – 6” water valves. The existing pavement will be removed and replaced with a new pavement cross section of 3” asphalt concrete over 4” aggregate base course. The project limits are from the intersection of MacNab and Noon Street to the intersection with Sonoita Avenue. The estimated pavement replacement area is 11,145 Square Yards. All work will take place within City-owned Rights-of-Way, and no acquisition of land will be necessary. 

 The City will conduct a MANDATORY pre-bid conference and site inspection on May 11, 2021, beginning at 9:00 a.m. Interested bidders are highly encouraged to attend the meeting at 1450 N. Notice is hereby given that the City of Nogales (hereinafter referred to as “City”) is soliciting Statements of Qualification from Professional Engineering firms to prepare:

  • Technical Memorandum
  • Environmental Information Document
  • Lateral Connections to the International Outfall Interceptor (IOI)

A full Scope of Work and Evaluation Criteri are available upon request.

The City invites interested firms to submit written Statements of Qualification relating to this project. A Selection Committee will then evaluate the firms’ qualifications based on the Evaluation Criteria categories. The City will select up to THREE (3) Offerors from those submitting Statements of Qualifications. The City will enter into negotiations with top ranked Offeror as determined by the evaluation. If an agreement cannot be reached, the second ranked firm will be called to negotiate a contract.

Respondents are invited to review the information and submit their Statement of Qualifications in accordance with the criteria established within this RFQ. Written questions regarding this RFQ must be received by the Public Works Director or Engineer no later than five days prior to the due date. Questions may then be responded to in writing. Proposals shall not exceed 20 pages, including cover letter and illustrations.

All submittals must be received by the due date and time assigned at the submittal location specified herein. Any response received at the specified submittal location after the due date and time assigned will be returned unopened. The City of Nogales reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or not to waive any informalities in the submittal. All information regarding the content of the specific submittals will remain confidential until a contract is finalized or all proposals are rejected.
