Housing Director

Responsibilities: Works under the supervision of the City Manager to perform a variety of complex supervisory, administrative and professional work in directing the diversified affordable housing programs. Prepares and submits various federal reports and the annual operating budget as required to the Board of Commissioners and HUD. Prepares and advertise bid packets for housing projects. Prepares agendas and attends meetings. Coordinates maintenance and contractor work activities. Advises, counsels and provides information to management regarding department activities. Approves work schedules, payroll, purchase requests, and related documents. Partners with other community agencies to bring other resources to the community. Meets with housing tenants regarding various issues, including lease violations, family compositions, housekeeping and complaints regarding staff. Interpret and apply city, state and federal policies, laws and regulations regarding public housing operations. Establish and maintain cooperative working relationships with the Board of Commissioners, HUD, City Manager, elective officials, department heads, managers, supervisors, employees, external public and private agencies, contactors, developers and the general public.

Education, Training and Experience: Bachelor’s Degree in Public or Business Administration, Planning or a closely related field; three (3) years of progressively responsible management and budget administration experience, OR an equivalent combination of education, experience and training.

License and Certification: AZ State Driver’s License and must obtain a Certified Public Housing Manager certification within six (6) months from date of hire.

Preferred Qualifications: Master’s Degree in Public or Business Administration, Planning or closely related field. Experience in urban housing development, housing finance, housing development, housing maintenance programs, or other federally funded related program.

Salary/Classification: Full-Time, At-Will, FLSA Exempt position; Starting Salary $90,464.62 annual plus benefits.
